The set of factors that exist steadily for comparatively long period unchanged and which cannot be changed easily by human efforts among those that constitute a certain political situation; is called "Political Background". Main factors of politcal background can be conceived as categories of 'geo-political situation', 'historical situation', and 'spiritual situation of political members'.
